National Climate Adaptation Strategy

From Regional Study to National Strategy

On November 15, 2024, the government presented an ambitious draft strategy for adapting to climate change. With 131 concrete measures across 16 different action areas, the plan aims to prepare Luxembourg for future climate challenges. These proposals are now being discussed with the public.

Citizen Workshops Across the Country – Including in Minett

A key step in public participation will take place on Monday, April 28, 2025, at 7:00 PM at the Ellergronn Nature Center. Interested citizens can share their ideas and suggestions regarding the proposed climate adaptation measures.

Minett Biosphere as a Pioneer

The southern region has laid important groundwork with its detailed bioclimatic study. The analysis of the eleven member municipalities of the Minett UNESCO Biosphere precisely identifies urban heat islands and cool air corridors while assessing potential climate change impacts. These insights may provide valuable contributions to the national strategy.

Concrete Measures for Urban Development

The Minett UNESCO Biosphere study offers a practical adaptation toolkit:

  • Creating new green spaces
  • Developing water features for cooling
  • Adjusting urban layouts for better airflow
  • Preserving regional cool air corridors

Aligning Local and National Action

The government views its adaptation strategy as a collaborative project. The Minett region’s experience demonstrates how local measures and national strategies can work synergistically. The online public consultation runs until May 14, with all citizens invited to contribute.

The citizen workshops—including the April 28 session at Ellergronn—are facilitated by experienced organizations such as CELL, EBL, IMS Luxembourg, and Klima-Bündnis Lëtzebuerg. These sessions foster constructive dialogue on strengthening community resilience against climate change.
